Subject: Addendum – Evacuation Restrictions (Designated Villages)
The following settlements are to be added to the existing list of
locations excluded from UNLRA evacuation operations:
Ban Phouphienge — Do not evacuate. Village is designated for
observation during Phase 3. Civilian movement is suspended until
further notice.
Ban Khantao — Do not evacuate. Preliminary reports suggest a possible
connection to Lamang Liberation Army activity. Further investigation is
required.
The Lamang Armed Forces are instructed to prevent any unauthorized
UNLRA access to these locations.
Use of deadly force is authorized if necessary.
